Pural Water Specialty Co., Inc. is an experienced State of Hawaii licensed contractor providing services statewide and the Pacific, for potable and non-potable water systems, water management services and specialty services since 1988, with office locations on Oahu, Maui and the Big Island.


The Project Manager/Estimator is responsible for the various service and construction projects, including projects involving water and wastewater systems along with other water related services.

  • Oversees, manages and accountable for all phases of projects and programs from inception to completion related to water and wastewater systems covered under military and non-military contracts.
  • Prepares and submits estimates for capital improvement projects related to water systems.
  • Accountable for assigned projects profit and loss and timely billing from customers to ensure adherence to project accounting guidelines.
  • Works closely with the President, VP of Finance, Operations Manager, Team Leaders and Accounting regarding military price redetermination and/or contracts to ensure Pural is compliant with contractual obligations and cost accounting methods.
  • Reviews status of projects and budgets, follows up with Team Leaders and/or Operations Manager as needed and prepares and submits status reports.
  • Functions as the liaison between Pural and subcontractors, regulatory agencies and/or military and non-military personnel.
  • The Project Manager/Estimator may also have oversight and manage company-wide Safety Program and/or Environmental Management program. Keeps abreast of Federal and State government and regulatory requirements and ensure company is compliant with the rules and regulations.



  • Bachelor's degree with an emphasis in Business/Management, Engineering or related field.
  • At least five years of recent project management work experience in a related or similar position and field. Additional years of related work experience may be substituted for Bachelor's degree.
  • Experienced and comfortable with contract administration, budgets and cost accounting.
  • Strong interpersonal skills and able to work professionally with subcontractors, regulatory agencies and military personnel.
  • Comfortable working with mathematical concepts, financial information, blueprints and technical drawings.
  • Strong written and verbal communication skills, detailed oriented, organized, able to multi-task and disciplined in documentation and meeting deadlines.
  • Familiar with and demonstrated experience using CAD system.
  • Familiar with OSHA/HiOSH rules and regulations.
  • Familiar with EPA standards and protocols.
  • Valid driver's license with a clean driver's abstract.
  • Able to travel off island.
